This Act may be cited as the "Rural Safety Administration Flexibility Act".
2. Highway safety programs
Section 402(b) of title 23, United States Code, is amended—
(1) - in paragraph (1)(C), by inserting "(or, in the case of a rural State, 20 percent)" after "40 percent"; and
(2) Definition of rural State - by adding at the end the following:
(3) Definition of rural State - In this subsection, the term rural State means any State, the population density of which is below the national average (as determined based on data from the most recent decennial Census).
