This Act may be cited as the "Buy-to-Budget Flexibility Act".
2. Modifications to buy-to-budget requirements for end items
Section 3069 of title 10, United States Code, is amended—
(1) - in subsection (a), by striking "if that head of an agency" and all that follows through "a complete end item";
(2) - by striking subsections (b) through (d); and
(3) - by redesignating subsection (e) as subsection (b).
