IN THE HOUSE OF REPRESENTATIVES

Mr. McGovern submitted the following resolution; which was referred to the Committee on Rules

RESOLUTION


That immediately upon adoption of this resolution, the House shall proceed to the consideration in the House of the bill (H.R. 185) to advance responsible policies. All points of order against consideration of the bill are waived. The amendment in the nature of a substitute specified in section 4 of this resolution shall be considered as adopted. The bill, as amended, shall be considered as read. All points of order against provisions in the bill, as amended, are waived. The previous question shall be considered as ordered on the bill, as amended, and on any further amendment thereto, to final passage without intervening motion except: (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Rules or their respective designees; and (2) one motion to recommit.

Clause 1(c) of rule XIX and clause 8 of rule XX shall not apply to the consideration of H.R. 185.

The Clerk shall transmit to the Senate a message that the House has passed H.R. 185 no later than one week after passage.

The amendment in the nature of a substitute referred to in the first section of this resolution is as follows:

Strike all after the enacting clause and insert the following:

Section 310 of the Congressional Budget Act of 1974 (2 U.S.C. 641) is amended by adding at the end the following:

Section 313(b)(1) of the Congressional Budget Act of 1974 (2 U.S.C. 644) is amended by striking the period at the end and inserting "or, until January 20, 2029, if it violates section 310(h).".
