This Act may be cited as the "No Tariffs on Groceries Act".
2. Limitation on authority to impose duties on articles of food
(a) In general - The President may not impose duties proposed by the Presidential Administration on articles of food unless—
(1) - the President transmits to Congress a request to impose such duties; and
(2) - such request is subsequently and specifically approved by an Act of Congress.
(b) Exception - The limitation in subsection (a) shall not apply with respect to existing tariff-rate quotas on articles of food.
(c) Articles of food defined - In this section, the term "articles of food" means—
(1) - articles used for food or drink for man or other animals;
(2) - articles used for components of any articles described in paragraph (1); and
(3) - seeds, fertilizers, manures, and agro-chemicals.
