1. Short title

This Act may be cited as the "State-Level Departments of Government Efficiency Establishment Act" or the "State-Level DOGE Establishment Act".


2. Condition on Federal funding to States

(a) Condition

(1) In general - Notwithstanding any other provision of law, in fiscal year 2026 and each fiscal year thereafter, no discretionary appropriations may be disbursed to any State unless such State has established an entity described in subsection (b).

(2) Exception - For purposes of paragraph (1), the term "discretionary appropriations" does not include any discretionary appropriations within the security category (as that term is defined in section 250(c) of the Balanced Budget and Emergency Deficit Control Act of 1985 (2 U.S.C. 900(c)).

(b) State-Level doge agency - Each State shall establish and maintain a department, agency, or commission of government efficiency to review the efficacy of the State’s administration of Federal funding and to eliminate waste, fraud, and abuse of taxpayer funds. Such a department, agency, or commission shall—

(1) - be comprised of at least 10 members and not more than 20 members;

(2) - have an equal number of members of the majority party and the minority party in the State’s Legislature; and

(3) - publish, on the State’s public website, and submit to the Department of Government Efficiency within the Executive Office of the President, an annual report that—

(A) - details the entity’s work to review the efficacy of the State’s administration of Federal funding and to eliminate waste, fraud, and abuse of taxpayer funds; and

(B) - provides legislative and operational suggestions and recommendations to improve the efficiency of the expenditure of Federal funds.

(c) State defined - In this section, the term "State" means each of the several States, the District of Columbia, and each territory of the United States.
